Sobre la Beca Ciudad de Bogotá de Arte Urbano

El grafiti, en tanto ejercicio artístico, se ha reformulado y popularizado con el transcurrir de los años. Ya no se trata de la disputa de poder territorial ni del vandalismo, sino de un ejercicio artístico y meditado en torno a la construcción de la identidad individual y colectiva dentro de las ciudades y la manera en que, gracias a la práctica artística, estos ejercicios configuran una reconciliación y un entendimiento particular de nuestros territorios.

Hay un cambio en la forma en la que miramos el arte urbano y ese cambio radica en que hoy por hoy este ejercicio comporta una responsabilidad frente al mundo: hay un interés por apropiarse y resignificar espacios cotidianos mediante el grafiti y esa intención busca en sí transformar a la sociedad, no solo modificando su entorno, sino contribuyendo a desmantelar imaginarios y estereotipos que se han infundado desde el desconocimiento, para abrirle paso a la inclusión y el respeto por la diferencia.

Es por esto que desde la Gerencia de Artes Plásticas del Instituto Distrital de las Artes buscamos promover el desarrollo de las prácticas artísticas en todas sus dimensiones para garantizar, con equidad y transparencia, el acceso a estímulos que le permitan a los artistas desarrollar libremente sus inquietudes y proyectos. Por ello, en el 2013 se crea la Beca Ciudad de Bogotá de Arte Urbano, que busca apoyar a través de reconocimientos económicos y el acceso a superficies autorizadas, el ejercicio responsable del grafiti en la ciudad. Esta beca se enmarca en el Decreto 075, expedido en el mismo año por la Alcaldía de Bogotá en miras a establecer reglas de juego solidarias y conscientes para todas las partes implicadas en el desenvolvimiento del street art: la legalización de los espacios, la creación de bases de datos y la consolidación de apoyos concertados por el distrito para los artistas, estas estrategias conforman el eje de nuestra apuesta: Distrito Grafiti. 

About the City of Bogotá Urban Art Grant

As an artistic exercise, graffiti has been rethought and popularized over the years. It is no longer about the dispute of territorial power or vandalism, but rather an artistic and deliberate exercise around the construction of individual and collective identity within cities and the way in which, thanks to artistic practice, these exercises offer reconciliation and a particular understanding of our environment.

The way we look at urban art has changed; this is based on the fact that today, this exercise involves a responsibility to the world. There is an interest in appropriating and redefining everyday spaces through graffiti. That intention aims to transform society, not only by modifying our surroundings, but also by dismantling imaginaries and stereotypes that have been instilled based on ignorance, in order to make way for inclusion and respecting differences.

This is why the Visual Arts Department of the Instituto Distrital de las Artes promotes the development of artistic practices in all its dimensions, in order to equitably and transparently ensure access to grants that allow artists to freely develop their curiosity and projects. For this reason, in 2013, the City of Bogotá Urban Art Grant was created. This grant aims to support responsible graffiti in Bogotá through financial assistance and access to authorized surfaces. This grant–part of Decree 075 and established the same year by the Mayor’s Office of Bogota–was created to establish supportive and conscientious guidelines for all parties involved in creating street art. This included legalizing spaces, creating databases, and consolidating the district’s concerted support for artists. These strategies are the key pillars of our Distrito Grafiti initiative.
